Netrin Health, an approved Care Transformation Organization (CTO) within the Maryland Primary Care Program (MDPCP) since the program’s inception in 2019, continues to be a driving force behind transformative changes in primary care delivery.
The MDPCP, a voluntary and advanced primary care program jointly operated by the Maryland Department of Health and the Center for Medicare and Medicaid Innovation (CMMI), aims to fortify Maryland’s primary care infrastructure, promoting health and reducing healthcare costs across the state. Key metric results released for this period unequivocally establish Netrin Health’s exceptional standing within the MDPCP. The following graphs depict the comparative performance data for 2019 and 2022 among CTOs participating in the Maryland Primary Care Program, based on their partner practices’ performance on key program metrics.
CTOs in Figure 1 are arranged from left to right in order of smallest to largest percent change in Emergency Department Utilization Per K from 2019 to 2022. Netrin Health Accountable Care LLC ranks as a leader CTO in Emergency Department Utilization measure.

Since the inception of the MDPCP Program, Netrin Health excels by claiming the top spot in quality metrics among the four criteria. It secures the number one rank in two quality metrics demonstrated in Figure 1 and 2, showcasing its commitment to quality care.
Figure 3 illustrates the CTOs, arranged from left to right, showcasing the smallest to largest percent change in inpatient utilization per k from 2019 to 2022. Notably, Netrin Health Accountable Care LLC stands out as the second-ranking CTO in this measure.
Figure 4 organizes CTOs from left to right to showcase the range of percent change in PQI-Like Events Per K from 2019 to 2022, with Netrin Health Accountable Care LLC securing the second position in this measurement.
Furthermore, Figures 3 and 4 demonstrate that Netrin maintains remarkable performance in other key metrics, securing the second position in measures such as ‘Inpatient Utilization Per K’ and ‘PQI-Like Events* Per K,’ reinforcing its consistent dedication to delivering high-quality healthcare services. This consistent top-tier performance across multiple key metrics reflects Netrin’s unwavering dedication to excellence year after year.
